How to apply lip liner
Prep. Is. Everything. Before you apply anything to your lips, make sure they’re smooth and lovely. You can get rid of chapped lips by gently exfoliating them with a lip scrub to rid of the dry skin.
Next, apply a generous amount of lip balm and let it sit while you go to town on the rest of your makeup.
Choose a lip liner shade that is close to your lipstick, or one that will complement your lip colour, and carefully outline your lips and colour them in with the liner. Apply your colour of choice.
